You can 3D rotate any object in Vegas, but keep in mind the object will be flat as paper, don't expect it to have depth. To get text with 3D depth, you will need to use a text generator plugin like Boris or New Blue (not recommended, NB is very buggy) that supports 3D text, or you can render an animation of the text rotating in 3D using a 3D modeling app like blender or cinema 4D. Vegas Post will likely contain some sort of 3D text generation tool as well, but that is speculation on my part, I have no idea what is or isn't going to be included at launch.
To enable 3D rotation, change the compositing mode to "3D Source Alpha" and then open the track motion window. You'll notice it gives you the ability to rotate the image/text on XYZ 3D axis.

yeah i know im trying to make each letter in the text to spin on its own and in 2d. so is there a way to do that?
Edit: I just saw BCC Extruded Text is part of HitFilm Pro and I checked it there, but same thing as in Vegas Pro. It allows for rotating characters but on the Z-axis only, at least I didn't find an Y-axis rotation.
