The answer is yes, if the source timecode is solid (which means Vegas, Scenalyzer or DV Rack was used for capture).

Once your edit is complete, tools> scripting> export edl. FCP can open that file (which is CMX 3600 format, FCP will need to redigitize the source material).

If the FCP system is lucky enough to have the Automatic Duck AAF plug-in, all the better- save as AAF in Vegas, open in FCP, no need to re-dig, just relink. Someday Apple might want to adopt AAF- Vegas, AVID, Premiere, XPRI etc etc all support AAF, Apple is just about the LAST holdout.
