Have you recently installed anything new on the system? Specifically,
DX plugins or new/different/updated audio/video software.

You can try uninstalling Vegas and then reinstalling. (Make sure you
have the serial number you recieved when you registered!!!!!!!!!)

I usually respond to this type error by:

1. Uninstalling any program installed immediately before the problem
developed, or

2. Uninstall and reinstall Vegas Pro.

... and if that does not do the trick:

3. Reinstall Win9x on top of itself. Do a file "refresh" if given the
option. This last step does not take all that much time and will not
usually mess with your configuration. YMMV.
