Scene selection problem

Each time I make a DVD with ver #1 all that I want is a screen that offers 2 options. Play entire video or button to scene selection menu. I have markers already inserted from Vegas & then I tell it how many thumbnails per page that I want , I always find that what I had as the first scene is now scene 2 & and an introductory thmbnail proceeds this. What am I doing wrong & what is best way to fix it?

What some have been doing in version 2 is to insert a media button
for play all. Then copy this button as needed for each chapter.
Then you edit the in and out points on the timeline (yellow flags).
You can have the chapter end either just before the next chapter or at the
end of the entire video.
