Methinks they are calibration marks not unlike the vector boxes in the VS...

Say you shot a standard chipchart on location (Or recorded bars), and brought the footage into Vegas. You could adjust color levels to match the chip chart to the scope marks... the result being standardized color setup.

By recording the chipchart on every reel they can all be setup similarly, even if lighting has varied.

Generate Colour Bars and have a look at them in the waveform using the luminace view to see what Marty means.
