I'm making daily videos for 64 Days of Nonviolence. Each video is talent on the side reading the text. So I want to animate the text in some way, and I thought a scrolling magnifying glass over the words as they are said would be a good option.
Do you know of a Vegas Pro fx for that, or a plugin?
Do you have another animation suggestion?

A quick look at YouTube suggests that AfterEffects can do this fairly easily. I also discovered http://magnifier.sourceforge.net/# a free utility that looks like it might be what you're looking for. Combining this with Track Motion might do the trick. There is also a magnifier effect in PowerPoint that might work too. PowerPoint text and effects can be output in both .avi and mp4.
There are many paths to the top of the mountain. Some are harder than others, some don't quite get there. But begin your journey by searching "Vegas magnifying glass effect" on YouTube.
Use the "Rolling Glow and Enlarge" animation in Titles and Text,
or use the Magnify FX Plugin from Hitfilm. I can't remember with which Vegas version it came with, maybe you have this FX also.
