Scrolling or Drop-Down Menus

I am putting together a DVD with around 60 "chapters" in it -

I'd like to put them all onto the opening splash page of the dvd, into either into a scrolling or drop-down menu.

I can't see anything in Vegas that will let me do either - can anyone offer some insight?

Have you seen scrolling somewhere?

I have thought about a menu that displays each scene in sequence
to allow a wheelchair bound client to select using a puff tube system.

This would use the SPRM Navigation Timer to figure out what scene was
selected by elapsed time into the menu video.
