Go to file>properties and answer the questions for file management by browsing to the drive and file (you can create the file then also) you want to use. I put all of my outputs on my video drive and keep the basic application (Vegas) on the system drive. You can also set the capture drive in the capture program using the options and preferences menu. Under files/properties, there is an option under video for pre-rendered files. Under audio there is an option for recorded files. I assume that I set these two for the drive I am using for video editing. Do I create a separate folder for each? Or just specify the drive?

For the options and preferences, there is an option for temporaty files. Is this the one I change to the video drive? If so, do I need to set up a folder that is different from the previous?

Yes. I would setup separate folders for each item on your video drive. I have several folders; i.e. Projects (for my veg file of each project), Productions (for my rendered projects), Capture (for captured video), Resources (for canned backdrops, 3rd party transitions, sound effects, etc.), Music (for music files I use in a project), and a Temporary folder for temp renders or partial renders that I do to see how something looks. I also may add sub-folders for individual projects within these main folders. If you do a search on this forum for file structure or file setup, you should find many posts on this topic. Hope this helps.
