Selectively apply FX??

Hi there,
I wondered if it is possible to apply VV effects to selected areas in a clip.
I don't want to apply an effect to the entire frame of a clip, just to a selected area.
By this I mean:
I have a close up shot of a face. I want to select just the background and blur it out.
or
I want to change the colour of a persons eyes.
This is stuff that I could easily do in Photoshop on a still image.
Can I do stuff like this in Veags?

Use masks, either hand-drawn or calculated by chroma-keying. The will limit the area of influence of the FX you want to apply.

Your track order would be:
1. mask
2. video -- with FX to be masked
[track 2 is grouped with 1 using the parent/child compositing group button]
3. video -- no FX

Look up masking and track grouping in the manual and help.
