I don't have time to look for the thread just now but I recently reread it and it appeared that if you contact Sony and let them know you're selling it to someone else they will issue new registration numbers to the new owner, but the new owner is not allowed to use that copy of Vegas to upgrade to a newer version at a discount. I'm thinking of giving my version of Vegas 4 to my brother so I needed to find out. In the end I think you have to actually contact Sony about it, letting them know who you're selling or giving it to and they'll help you complete the process.

You can sell it but the purchaser can't use it to upgrade as upgrades are only available to the original purchaser of the software.
From the END-USER LICENSE AGREEMENT:

5. ASSIGNMENT. You may assign the Software to a third party only if they agree to be bound by the terms and conditions of this Agreement. If you assign the Software, your rights under this Agreement will terminate immediately and you must: (a) cease all use of the Software, (b) permanently delete all copies of the Software from the computer on which it has been installed, and (c) deliver the original Software to the transferee, You may not retain the original or any copies of the Software.
