I'm trying to add chapters to my videos but can never seem to click in the exact spot that I want. Is there a way to set the exact spot like being able to go frame by frame until I'm at the spot where I want to add a chapter?
Due to the nature of MPEG encoding, you sometimes cannot set a chapter mark at an exact frame. It may be off up to 8 frames.
To avoid this, you need to set Chapter Marks in your editing software (Vegas Pro or Movie Studio) and when you render, select chapter marks to be I-Frames.
But in DVDA, you can advance frame by frame by zooming in on the timeline and using the left and right arrow key to move the cursor. When you place a chapter mark, it may have a YELLOW warning indicator on it. This means you are not on an I-Frame so your chapter mark will shift when the actual DVD is made. You will also notice when you click on the chapter mark indicator, blue arrows will appear on the timeline. These indicate where the I-Frames are. If you place your mark on one of these, then it will be an exact chapter mark. Feel free to ask more if this isn't clear.
I'm a little confused on what you mean when you say select chapter marks to be I-frames. If I set chapters using Movie Studio, will I be able to use "next" on my dvd player after my video is burned?

Sorry, don't mean to be confusing but there are a lot of things about making DVDs that aren't always straightforward. If you don't mind your chapter points being within 8 frames of where you want it, you don't need to do anything.
I use Sony Vegas Pro so I don't know if Movie Studio has the same functions.
In Pro you can enter your chapters on the exact frames that you want them to be. Select your render template (normally a Mainconcept MPEG2 DVD template) then select Customize Template. Right about in the middle is an option to check that says Insert I-Frames at Markers. Then when you import this video file into DVDA, it will also import the Chapters that you created at the exact frames you created. I hope this is clearer, but I don't know if Movie Studio offers these options.
I do not know what Movie studio does with chapter mark sets, but the real issue for using "next" on a set-top player has mostly to do with the firmware of the player and the use of the remote control design for that player's given manufacturer. Your mileage will definitely vary. FYI search the word "next" in this forum for more info.
"Next" should always step on the the next scene/chapter marker. A marker is a scene marker if it corresponds to a button on a scene selection menu and it is a chapter marker otherwise.
DVD and Blu-ray Disc may behave differently, depending on the firmware in the player. My old Panasonic machine won't skip to the next marker on a BD once a sub-menu, such as the scene selection menu, has been accessed, but behaves properly with DVDs, when made with DVDA. However, a BD authored with TMPGENC Authoring Works does behave properly in my Panasonc player.

Movie Studio acts the same as Pro wrt markers.
Create the chapters by using markers in Vegas.
Render the markers with the compliant mpeg-2 media.
No additional agonizing is necessary. It is done.
Whether you're setting scenes/chapters in Vegas or DVDA (most folks do it in Vegas) you can be more accurate by 'zooming in' on the timeline. (scroll wheel on the mouse does it for me) That may be where you're finding it difficult to be exactly where you want.

But the only way to get an EXACT frame is to place the chapters in Vegas or Movie Studio and use the option to create I-Frames on markers.
