setting transparentcy on overlays?

Ive been trying to find a way to do this, hopefully I am just having brain failure...

but how can I set the transparentcy on the video overlay so that the video track under it shows through x%? Similar to a hologram like effect.

Place your mouse pointer at the top of the event and click to grab the transparency bar and then pull it down. Just like making a fade only its at the top of the event.
