If your laptop video card can support two monitors (some can't) then you'll connect the second monitor to the laptop's SVGA output. Your laptop should sense it's there. Then go into your video card properties (right click desktop/Properties/settings tab) and you should see both monitors there, or you may need to tell the card that there are two monitors in the card setup features. From tehre, you'll dock the preview window on the second monitor, or put Vegas on the second monitor and the preview window on the laptop monitor, depending on if your laptop supports overlay on the second monitor. Chances are that it does if your card supports two monitors.

Hello
Great question and one I fight with regularly, and loose.
I have a NVidia GeForce Mx Agp 8 and it has S-Video out.
My TV also has a S-Video input so if this is the case,.. right click desktop, properties, monitor, advanced, and choose looks like tv for second monitor.
Seems the TV will send a signal to the video card and negotiate a setting based on the Best Quality Available.
I hope you have a newer laptop as my old compaq did not have tv out period.
Best Wishes,
Marty
