Options / Preferences / Audio -> Preferred Audio Editor:
Put in the path to the ACID executable file, which is probably something like:
"C:\Program Files\Sonic Foundry\ACID 4.0\acid40.exe"

You can then open up an audio track (not video, just the audio portion) in ACID by right-mouse-button clicking on the clip either in the trimmer or the timeline and choose the "Open in ..." option.

Usually you would use SoundForge or some waveform editor as the external audio editor. I'm not sure what advantage ACID will give you over the built in audio tools that Vegas already has.
