Shortcut to Make 'Hand' Icon Appear in Zoomed Event Pan/Crop Window

I have forgotten this shortcut/combo. In the Event Pan/Crop Window, you can move the view with the "hand" icon outside the selection. However, once zoomed into the selection, any attempt to move the view, causes the object to pan. What combo brings up the "hand" icon even when you are zoomed in, so the view can be changed?

Draw the pan/crop window so big till you see that circle. 😁😁😁

@chibz One click of D - move mouse gives magnifier cursor - left click zoom in, right click zoom out, another click of D - hand tool, click n hold before moving the mouse,
