Simple cut/append posible for Mpeg2?

Hello all,
I have some Mpeg2 files that I'd like to process at very simpe level: cut here, append two files... nothing more complicated than that...
Does anybody knows a soft that can do it without having to re-render the whole videos again??

Or Wombles Mpeg Video Wizard - great app - very responsive --- though TMPGenc may be cheaper if not free
