It can, but Vegas' graphics generation abilities are a bit limited. For instance, creating one line animating in and out is easy, but there is no cloning tool to easily duplicate and wrap that line around in a circle form like that, so you are going to have to do it one line at a time. Here's how to do it (if anyone has an easier method, please share!).

Create a new video track. Go into media generators, and grab a solid color. Make it white. Then you can use track motion to resize that white full screen-sized media to the little line you want. Now we just need to make that line animate in and out. One way to do this would be to use a linear wipe transition, that also gives you control of feathering the edge as it wipes in and out if you want. Otherwise you can use the track motion or video event pan/crop tool to achieve it, or masks if you really need to get complex with it.

Now that you have your one white line animating in and out of the scene, just duplicate that track, and position each new line where you want it until you have a circle of lines radiating from the object she is holding.
