Simple task but Vegas fails me.

Got lots of video from many client tapes, he's only got them on loan so the plan was to capture all the tapes which have broken and reset TC all the way through them, and PTT to a couple of DVCAM tapes to create his own master tapes.
Having done that I planned to make VHS copies with burnt in TC so he could give me a rough EDL. Simple enough.
Now to ensure no confusion and as is pretty common industry practice I want TC on tape 1 to start at 0:00:00:0 and I'll start TC on tape 2 at say 5:00:00:0. I can set DSR-11 to display TC and make a VHS copy at the same time as I record the DVCAM dubs.
Now the DSR-11 lets me use either internal or external DV TC. Except it would seem that Vegas during PTT doesn't generate TC, have I missed something or is this really a limitation of Vegas?
In other words, if I have two projects (one for each tape) and project 1 starts at 0 and project 2 has TC start at 5 hrs, both get PTT at starting TC of 0.

If I' underanding you, just set your timecode on your machine and print to tape, set it at 5:00:00:0 and go. the machine will set the code not vegas.

Vegas will look for a specified code to start on.

I'd do that except from with the DSR-11 there seems to be no way to preset TC.

Look for the make TC function on the DSR-11 advanced menu- I don't have it sitting here but I believe that is an option. First frame of received video = tc value specified by Make TC.

Even if your deck doesn't support this (or you don't have time to hunt it down) it still isn't a huge problem- just lay off the shots to the deck, then make VHS dubs via the composite/super out. What the client logs will be identical to what you recapture for editing.

Interesting. I was just yesterday thinking and wanting to dump to tape (DSR-11) and have Vegas output timeline timecode. I, and I'm sure lots of others would love this.

Make it so, number one.

I wish the DSR-11 had an Advanced menu but unless there's some secret to unlocking I sure cannot find it!
I can set DV TC to internal or external but even on external as Vegas doesn't seem to send it no go there.
One way around it is to stripe the tape in say a DSR-45 whcih will et you dial in starting TC but that a bit of a kludge.
To get around this what I'm having to do is PTT from Vegas to two DVCAM tapes and at the same time record to VHS with the DSR-11 set to super TC and then capture back from the DVCAM tapes to make certain the TC still lines up.
This does seem to be to be a significant issue, say for example I want a tape with bars and tone but my program to start at 10:00:00:00 (this is a pretty common standard), now I can put the bars and tone down on the Vegas TL and with a bit of fiddling get my program start where I want it but I've got no way to record a tape where the TC on the tape matches the TC on the Vegas TL.
Even IF I had a deck where I could preset the TC I'm still not recording MY TC, I'm relying on the deck to regen TC that matches the Vegas TL, in theory all should be well, but....
So it leads me to ask what technical limitation prevents Vegas from doing this?

Vegas also rewrites nondrop time code from the DSR11 (or any other deck) as drop. They assumed that since the DV spec was drop, that's all they'd need.
