Use the Sony Timecode F/X and select "Time" for the Timecode Format.

If you put the F/X on the event, you get the time relative to the start of the event. If you put the FX on the media (in "Project Media"), then you get the media time, no matter how you cut it on the timeline.

The instructions for how to use the same technique in your own project are included in the text title at the beginning of the project. The timecode by itself will probably not do exactly what you want. As you will see from the VEG, you can count up or down, using any precision, and starting at any arbitrary time.
