Slo-Mo Jitters

I have a clip, medium pan left to right, 1080i. I need to slo-mo to 50 percent. The final render to DVD is very jittery. I've tried changing the clip's frame rate to 50% in Vegas, as well as in Twixtor Pro. I still get the nervous jitters! Motion Blur set to Gausian, Deinterlace method set to Interpolate fields, Disable resample. What am I doing wrong?

I would set the project properties to 50p Progressive, set resample to on, deinterlace at interpolate, render the section to an intermediate file as 50p, slow it down and bring the final result back into the actual project.
