There are a number of things that could cause it. That's like saying "I heard my car sputter the other day..." Could be fuel pump, water in gas, spark plugs, air filter, etc. Start with cleaning up the system, defragging, etc. Make sure you don't have a bunch of crap running in the background. Do a virus scan. That sort of stuff.

Same symptom here, after updated to Windows 10 1803, importing clips and preview become unacceptably slow, nearly ruined my SDE job yesterday!
