The easiest way to do it is to place the cursor on the end of the clip (like you were going to trim it), and when the cursor turns into the double-headed arrow hold down the Ctrl key. Drag the end of the clip to the left to speed it up, or to the right to slow it down. You will see a wavy line behind the thumbnails to indicate it's been stretched or squished.

Add a velocity envelope. Then you can precisely enter the speed percentage you desire (i.e. 50% = half speed, 200% = double speed.) By using the velocity envelope, you can also gradually speed up or slow down by adding multiple points.

Don't forget to turn on resample!

If you add the velocity envelope in a fairly long project make sure you split the project first so that you only apply the velocity envelope to the section you require.
