If you right-click on a layer and choose, insert velocity envelope you can manipulate the speeds to whatever you want.

Yup!

Go "Insert" and insert a velocity. This will place a horizontal line through your clip. You can Grab it and pull it down. You will see a value of 100% drop down below this setting. You will see 99%; 98%; 97% etc etc. Keep pulling it downwards and you will reach 60%. This would equate to just less than 2/3 of its original speed. Keep on going and you will reach 0.00 - yup this is STOP. NOW - this is where it gets really interesting! Drop below this and things go into reverse!!!

You can also add Points onto this line and adjust these poiints by dragging down or up. This means you can exactly adjust the velocity of your clip - neat eh?

Also: Right-click the event and choose Properties. Theres a box called Playback rate. You can set it at 0.600. It will only go as far down as 0.250, so the velocity envelope gives you more. On the other hand it goes up to 4.000, while your VE stops at 300%.

Velocity envelopes are sometimes the way to go, but I find that when you just want a certain clip to run slow and the others to run normal, it's easier to just stretch the clip. Do this by holding down ctrl and draggin the right side of the clip right to make it slower, or left to make it faster. Piece of cake, and a little easier to work with than velocity envelopes.

Also, slow motion has a tendency to appear jumpy when rendered unless you resample. Do this by right clicking the event, under switches check the resample option. Also, slo mo seems a bit more fluid to me if I use the 'reduce interlace flicker' option found in the same place.
