Add a velocity envelope to the track and as a result you'll see a horizontal line. If you double click on the line you create a spot that you can drag up to increase speed or down to decrease speed.

This explanation is if you only want a section of the video to slow down. If you want the whole clip to change speed, just drag the entire line up or down.
