slow motion effect

hi , I would like to know how to get a slow motion effect on a video event , which I can then add to the time line and render ,

this may have been covered b4 , so forgive me if it has , but I am new to this product and it is a great tool , could someone explain it in baby steps , as I am not up to speed with the jargon yet

1. Drag edge of event on timeline while holding the Ctrl key.
2. Right click on event, click on properties, and then lower the playback rate. While you're there, click on "Force Resample" for smoother motion (although somewhat software focus).
