Slow motion effects

How can i create slow motion effects in V4 thanks for any help.

Velocity envelopes. Just right click on the video event and click on INSERT ENVELOPES from the popup menu, than choose the velocity envelope. Velocity envelope will give you control over the speed, whether you want to slow it down, speed it up, freeze it or reverse play it.

place your pointer on one of the edges of the clip on the timeline / press and hold "ctrl" and click the edge then drag (stretch or squeeze) as you wish.
Good thing to do when you stretch: right click the clip and select "Force Resample".
There is no ***variation in speed*** possible *within* the clip with this method though. Velocity envelope will give you that like RafalK said (ie gradual acceleration/deceleration)...
