There are a couple - there is a Velocity envelope and there is Time
Stretch. The velocity envelope is in the Insert menu.

There are several ways to do speed changes:

1) Ctrl-drag right edge of a video event- this let's you stretch (or
compress) a video event; range: 25% (1/4 speed) to 400% (4x)

2)You can also enter a specific speed in the video event properties
window. range: 25% (1/4 speed) to 400% (4x)

3) Independently of 1 & 2, you can add an event velocity envelope.
This allows you to keyframe the playback speed of the media inside of
an event. Range: -100% to 300%. Event edges don't change- just the
playback speed of the media. This allows you to make the video inside
the event accelerate or decellerate rather than always play at a
constant speed.
