Smudged features

I've just started using DVDA. I was working on a project this week in Vegas that included 1 - 9 minute video and a separate video consisting of 10 football team pictures with only dissolves (no pan/crop or track motion). I rendered both projects from Vegas with the DVD Architect template (plus best resolution and 2 pass). When I brought the videos into DVD the 9 minute video looked great, but the video of the team pictures looked terrible in DVDA. Several people in each picture looked like their eyes had been smudged out with Photoshop. Has anyone else experienced this? Is there a secret to rendering photos in Vegas and getting good output in DVDA?

Bring pics in at project resolution (as long as no pan and zoom used).
Render at best quality.

Oops rereading your post I see you used best. What resolution were the photos and what format were they. Vegas seems to prefer .png.
