Yes, Let's say you want to SNAP the tail of an audio event to a specific time point instead of snapping the HEAD, but the tail is not on the end of the audio event. Then this would be a useful tool. Let's say you have a marker set at 1:00 where there's a video event change (ie Cut) In the previous music you have 1 piece of music playing and gradually fades out. You might want to set the Offset snap to the tail of the fade out and then the tail will snap to the 1:00 edit point, and then on another track you can have another piece of music snap at the head at the 1 minute edit point. Also, sometimes for backwards reverb effects it is easier to snap to a beat.
