I'm no expert, but I would start with checking out DSE's article on getting a filmlook. JetDV then made a script to use that would make applying the things Spot advised very quick.
I'd also check out Sony's glow and possibly doing the old copy a clip then put it under the original, then apply a light gausian blur to the lower clip and lower the opasity of the upper clip.
Another thing to check out is the VASST veg file for 'filmlook' that plays around with fields.
As far as courses go, I haven't been able to go to one of the VASST ones yet. If they come anywhere near here I will. If they are half as good as the dvds then they're worth their weight in gold.

Forgot to mention checking out Zenote's glow filter. It has a promist setting that's interesting. Only $20 I believe.

There's several Blur FXs that'll soften the video. Also look at chroma smoothing FX, will not really do too much if going back out to DV 25 but maybe good for DVD or 4:2:2 upsampling.

By far the best way to soften an image is a filter in front of the lens, try the Supermist ones, probably the lightest one you can get will do the trick. Good ones COST, look at Formatt, made in UK.

The trick is to keep it subtle, no matter which way you go.
