software installation procedure for Vegas 7?

I've successfully installed Vegas 7 on my home machine but it's connected to the net so it automatically downloaded any needed files.
Now I'm attempting to put it on our work machines (which aren't and can't be connected) and am running into problems.
If I try to run the Vegas 7 installer, it says I need Windows Installer 3.1, Net Framework 2.0 and C++2005.
Do I need to install these in a specific order before I install Vegas?
Also, do I need to install Service Pack 1 for Framework?
If yes, do I do this after the first three programs are installed but before Vegas?

you will need Windows Installer 3.1 and Net Framework 2.0 installed; vegas7e installs C++ during the installation.

The order isn't important but Windows needs these updates before V7 will load. If you are not connected how do you update Windows anyway? You may need someone at work who has the skill to update windows on another connected machine and then transfer the o/s to you machine. The best plan is to get connected and run windows update, then disconnect if you want to. I think Vegas itself will load the C++ for you. I think it did this for me.

I installed them and then ran the Vegas installer.
It goes along fine and then pops up a message that says:

The installer has insufficient priviliges to modify this file:
C:\ProgramFiles\Sony\Shared Plug-Ins\HelpFIles\sffgpnv_ipn.chm

WTF?? I'm doing this from the admin profile.
Maybe it has somethign to do with MH's question about not doing Windows updates?
BTW, the reason we don't is because these machines are in student labs and we won't allow them to be connected to the net (even though they still try to!!), primarily for security/virus reasons but also because, well, students will be students and we can't be in the room with them every single minute :-(

It's very easy to connect your school network to the web at night, update and be done with it. Only other thing is to try and get an up-to-date CD from MS. I don't know just how up to date their latest cd is.

Problem solved!!

There are 2 of us (myself and my co-worker) who have full administrative rights on this machine. He's the one who set the machine up originally so he's Admin #1 while I'm Admin #2. I try to remember to install any new software under his profile (like I did this time) but, at some point in the past, I must have installed a program under my profile which unknowingly messed things up somewhere. And not bad enough to cause any glitches until now.
We installed it under my profile and VOILA - Vegas 7 installed without a problem :-)
It also works on his profile and that of the students.

If you're in a similar situation, make sure to install ALL Programs under Admin #1's profile ONLY.
