Some questions surrounding Proxies

I've recently started to generate and use Proxies for my footage to have a better editing experience and reduce lag with the preview window. With regards to things surrounding the proxies I have a couple of questions

 

  1. While Vegas is building the proxies in one project, do I have to stay in that project until it completes the process?
  2. Is there a tool or separate program that can build a proxy in the background without having to open Vegas?
  3. Aside from not having the benefit of the proxy for editing, will deleting the proxy file cause any issues if I have to open an old project that I used proxies in?

Primarily edit footage captured via OBS from video games, with some live action bits mixed in.

Vegas Pro 23 (VP21 also installed for previous project that uses Vegas Effects heavily)

Don't forget proxies only enable if preview quality is set to "preview" or "draft".
