Something different... changing colour..

ok, well i want to use the Vdub adapter called cartooniser.. and on its own it works a treat.. BUT..
with shots which use an excess of colour gradations, i find the cartooniser to flicker and jump around (as it would) based on the colours of the source footage...

now i was thinking.. (funny that) and i though to stop the fluttering of colour through cartooniser, maybe try kill the colour or at least, gie me less range in colour.. im not refering the 8 or 10bit sampling, im talking about a filtering out the actual colour so as to only have 16 shades or so within the source footage... ie, if theres a blue garadation int eh sky.. only have 1 shade of blue... for faces and things being hit with specular light, (lets say a yellow car) i want jsut one shade of yellow...

is there a way i can kill the colour tonality??? To bring down these shades to abotu 16 to 32 actual colours??
Once i can achieve a colour tonaltiy which doesnt fluctuate so much, the cartooniser filter will end up being alot more stable as its only working with a select series of colours (as oppposed to all teh colours in teh source..)

Any thoughts? Ideas/?
