In a blank project, add a white solid color generated media to the timeline. In the generated media event property, set the opacity level of the white color so it's almost transparent.
Add the Add Noise plugin to the event.
Save this Veg file.

In your master project, place this veg file above the video you need to add noise to. Slow it down by control dragging the edge or by using velocity enveloppes. If you need an example give me your mail I'll sent you a file.
