Under my project media tab, my Video is 720x480. My question is how I change it to 1080x720?

Do you really want to "up-res"? Quality will actually suffer since Vegas has to interpolate all of the extra pixels.

If you still want to:
In File>Project Properties, just choose the correct template on the video tab.
