I always encourage people to use WAV files if possible. MP3's can really vary because the standard is very loose. If you have another audio program or download the Audacity free audio editor and convert it to a WAV file. it should work fine. I don't have any explanation about why this happens, but others might.

I never had this issue on Vegas 13,14 or 15. Not sure why I now have it on 16.
