I hardly ever (never) play DVDs from my PC but did recall getting an app called "DVD Play" over a year ago. I doubled clicked it and it opens WMP. When I right click the TS folder with video/audio TS in it there is no "open with" option and when I select open in WMP and go to the TS it doesn't seem to recognize it as something it can play.
What am I missing here my friend?

Windows Media Player 9 or 10 will play DVD files. Have you upgraded to one of these versions?

WM 9 Player or WM 10 Player will only play DVD files if you have a proper codec installed; this is described on the MS web site:
