You can mess around and make you own, but why? Vegas came with a whole bunch of sound effects on one of the CD's, so does a bunch of other software. You can also find all kinds on the web and in newsgroups. If you're near any of the larger retail computer stores look in the area where they have all the budget software sold as shrink wrap CD's and you can pick up a CD for anywhere from $2-12 which will have thousands of sounds, many (too many for my tastes) for the kind of sounds you're looking for.

Vegas Video will do it, If you mean cutting efx to picture. If you mean software like SmartSound but for Sound Effects, no.

If you mean taking individual sound effect or audio file and editing them get Sound Forge, but you still need to cut it to picture so back to Vegas Video. Get both of them for best results.

Adding low end and such - lots of plug-ins out there. You can play with the included filters but I recomend Waves Maxx Bass for the low end work.

As for Sound Effects themselves - BBC makes a great Library. Sound Ideas has a great Library. Lucas Arts has put out some efx Cd's. SoFo has (had?) some sound efx for download for free. You can find some Sound Effect Cd's in the "under $10 section" and they are fine but they are mostly 8 bit, so if you want higher quality you need to shop around.
