In SFAS, go to Options/Preferences/VST Effects (tab) and use the Add Path button to add the folder where the RX plugins are located. The most likely folder path is C:\Program Files\Steinberg\VstPlugins.

If RX11 Elements is a VST-3 plug-in, it would likely be in C:\Program Files\Common Files\VST3.
After the VST search path is set as @Dexcon stated, RX can also be added to your Fx Favorites in the 'Plug-in Manager' (View menu)

Thank you both. i have tried both and it shows that it scans the plugins, but doesn't actually add them to be used anywhere. I can't see them in the plug-in manager.

Are the RX plug-ins listed in "Options> Preferences> VST Effects".. and are the check-marked?

In my experience, I have had some newly scanned plug-ins that were not listed in the plug-in manager until after the PC has been restarted.

So, when I add the path and refresh the scan - I can see it scanning RX11 plugins, but they do not show up in the Options> Preferences> VST Effects list afterwards.

I have restarted and the same result unfortunately.
