Can Waves Clarity V4 sound plugin be installed in Vegas Pro?

It depends.. What format is the plug-in and which version of VP do you use. For instance, VP-20 supports VST-3, VP-19 and earlier do not. Otherwise there has been reports of flaky behavior with Waves plug-ins in earllier versions of Vegas.

You need a VST-2 Waves Clarity plug-in for VP-19, if you have a AU format for Davinci Resolve, it will not work in Vegas Pro, The Waves Clarity plug-in is available in the VST-3 format, I am not sure about VST-2.

Here is Waves Clarity working inside VP19 as VST2 64bit.

Waves Audio install the DLLs in this folder. You will have to add it to Preferences/VST
