Easiest way is to hold the Ctrl key down while dragging the end of the clip to the left until it's 4 minutes long.

Yep. Second easiest way: right click the clip, select "Properties", and from there set the Playback Rate to 2,75.

2,75 times the speed -> 11 minute clip becomes 4 minutes long.

The fastest you can go is 4 times the original speed / quarter the original length.

If the 11 minute is with 5 clips, do you need to do each clip or all at once?

Is you want to narrate, music or text, is that done before or after the speed up?

If you select all 5 clips and press G to group them, you can use the Ctrl-Drag method on all of them at once and they all speed up by the same amount.

Since narration is usually presented in normal time, i would think you would want to wait until after the video speed up is done and set the way you want it before you start on narration or music.
