If you are talking about fast or slow motion, then try holding the <CTRL> key and click on the end of the video clip and drag it. You will see a squigly line to indicate the time has been altered on the clip. Shortening the clip will speed it up as in fast motion and lengthening the clip will slow down the video.

Also, if you right-click the clip and select "Properties", the "Video Event Properties" window will open. On the left side approx. 1/2 way down will be the area for changing "Playback rate".

Edit : After changing the "Playback rate" for a clip, you should also change the event's length on the timeline to reflect the new duration (ie trim or lengthen )
