speed up video and audio

I have a children's musical I created and want that chipmunk effect. I can achieve this in Vegas by increasing the rate to 1.20 but when I render it, it does not apply. How can I make this work?

Thanks TGS! On another thread I found the following after a friend mentioned the term "Ctrl Drag".

Take your mouse icon to the very end of the clip, when you see a square icon as you hover your mouse at the end of the video clip, press and hold your Ctrl button. You will see a wavy line under the square. Continue holding Ctrl and drag your clip shorter.
