1) press CTRL while grabbing the right-edge of the audio or video track u wish to re-time with the mouse
2) left-click with the mouse and drag two seconds to the left on your timeline (a small number in a box will appear telling you how far you've gone if you need a precise amount, rather than just filling-in-the-gap.

now your audio/video is the correct length, but sounds wrong

3) right-click audio; go Properties; change Method to elastique, change Stretch to Pro
4) right-click video; go Properties; change resample from Smart (default) to Disable... this'll stop the frame-blending that happens when speeding up the footage.

the voice won't sound exactly the same... it should sound close tho; varies depending on which frequencies are most present in a given clip.
