Speed it up 4x and render to a new file.

Then open that file and speed it u 4x again.

The easy answer is to render that into another .avi and then speed it up again. But this has been touched on in the past and there are other answers too. Use the search function.

Also you can combine Velocity Envelope to make it 3 times faster and use dragging the clips end with holding CTRL pressed to make it another 4 times faster. This results in 12 times faster in one render process.

Also - in the great script-collection to be found at www.calderwood.org there is a script called "Barronizer" written by Joe Howes. This script deletes any x frames out of an video event. This one can be used to have another kind of speed up without restrictions to 3x, 4x or 12x.

And - last but not least - the Veggie Toolkit available at www.peachrock.com/software/veggie-toolkit.html contents a tool called "Time Bandit". It is a specialized tool for making speed changes. It combines several ways to speed up video to any desired speed.
