I've put a new zip archive up on http://retardedlogic.com/SpeedMangler.zip

This contains the same SpeedMangler app for monkeying around with the framerates of AVIs, and also contains a read-only utility called SpeedReader which just shows the framerate for an AVI without modifying it - as requested.
