spin image smoothly?

Hi, I've been trying to create a smooth spinning effect for a stiil image using either track motion or pan/crop and keyframes. But when I render the effect I get a lot of image doubling and sometimes the spin isn't continuous throughout. I'm rendering to ntscdv with default settings except for quality set to best.
The image doubling is not there when previewing from the timeline, but is visible during render process.
The hesitation in the spin shows when trying to play the rendered file in windows media player or in other editing programs.
Any ideas what's causing this or what settings I need to adjust?

You're seeing the effects of interlacing and it's perfectly normal. Computer displays are "progressive scan" devices and don't use interlacing, but televisions do use interlacing and your project will look fine when you output it to tape and watch it on a TV.

Thanks for the replies. I think John's right about the interlacing - it occurred to me last night about 1AM when I vaguely recalled reading about the differences between TVs and computer monitors. I'll hook up my TV as ext. monitor thru my camera and see how it looks.
