I would like to be able to splice two videos end-to-end without having to re-render the video. Is this possible in Vegas? If not, does anybody know of any good programs that do this?

Correct me if I'm wrong...but to use the print to tape feature, Vegas is still going to Render (pre-render, I believe) if the files are not already AVI - which....from a time perspective...is (pretty much) the same as having to render.
If you stick two AVI files, one after the other, on the timeline and don't apply any filters, transitions or titles and then do a "render as" to the same exact AVI format, Vegas will simply create a new AVI file that contains both files combined into a single file. The video will not have been modified in any way and will be bit-for-bit identical to the original files.
You could also use the "append" feature of Virtual Dub and do a "Direct Stream Copy" to accomplish the same thing.
