David Hague/Shazian and myself/Sundance Media Group, are going to be announcing a contest for Vegas 4 users. Contest rules and so forth can be found on the Sundance site, http://www.sundancemediagroup.com/contest.htm
You'll be able to vote for winning entries, one vote per entry, but we're not going to open the voting for a week or two so that folks can get their projects together.
Basically, it's a 30 second titling concept contest. 30 seconds, they'll be all streamed, and available for everyone to see. Winner receives a DVD burner, courtesy of Videoguys.com. Contour Shuttle Pro and stock media libraries will complete second and third places.

Sounds grand. But just so I understand the rules....we can use any graphics or video that we want, as long as we include at least 4 images that are part of the default Windows library. Correct?

Yep, thats the rules. There are all sorts of images on your computer that are part of the wallpaper and stock library

I don’t mean to complain but I think letting people use Pixelan is a bit unfair to those of us who can’t afford to buy a plugin that costs more than we paid for the NLE! I would like to see it limited to just Vegas and free plugins if you really want to level the playing field. (I don’t even know if Pixelan would make a difference since I don’t have it).
Just a suggestion.

By *titling*, you don't mean "titles" as "letters" or credits, uh? It's rather a kind of graphic animated document with all kinds of pictures we have to make, right? (not being english I just want to be sure... :) )
Is there an example of something similar to what you're looking for somewhere?
Can we submit as many entries as we want?
Is the contest opened to non-US residents?
Can we alter the windows files?
