Use Cookie Cutter & Track motion.
Copy section of track you're working on and place above the same section. (sync'd)
On top track, use cookie cutter effect and maybe the 'Oval Side' setting, adjust size of oval and choose "Cut away all but section" and then use Track Motion to follow player.
Put splits on the exact start and stop points of the track beneath and darken contrast.

Result will show a lighter Oval surrounding the player and following his motion.

That's about the quickest way to do it.

I have one that's a little quicker. ;-) (sorry) I don't use track motion and I don't duplicate the video or split the original video but the Cookie Cutter is the tool of choice.

What I find is easier is to just add a Generated Media Solid Color Black to the track above. Adjust the Transparency of the black right in the generated media itself until it is the right consistency of gray to just darken the video a bit. Then use the Cookie Cutter on the generated media to punch a hole in it which will reveal the unaltered video below it. You can then use keyframes in the cookie cutter itself to follow the player.

The advantage of this method is that you can just copy the generated media and adjust the keyframes to highlight again later in the video. You can also move the generated media and where ever it goes it darkens the track beneath it. To remove it entirely you just delete the generated media and the underlying track is unaffected. I just find this method to be less destructive and more versatile. (but there are so many ways to achieve the same thing in Vegas)
